Bilateral Donors

A bilateral donor is a nation or independent institution that funds programs, organizations, or governments directly.

The two largest bilateral donors on HIV&AIDS are:

  • The U.S. Government whose international HIV&AIDS programs are known as the President's Plan for AIDS Relief (PEPFAR) and are run by the Office of the Global AIDS Coordinator (OGAC) and the U.S. Agency for International Development (USAID).
  • The UK, international HIV&AIDS programs are run by the Department for International Development (DFID).
